# Veymont archival distribution audit

Decision record: 2026-09-14. This records the evidence inspected and the distribution controls applied; it is not a claim that every jurisdiction has issued permission.

The [U.S. Copyright Office, Circular 15A](https://www.copyright.gov/circs/circ15a.pdf), revised April 2026, explains the historical term rules, including the pre-1931 U.S. publication boundary. A modern edition, translation, commentary, sound recording or added design requires its own assessment.

[Cambridge's published specimen rights notice](https://www.cambridge.org/sites/default/files/media/documents/Sample%20Text%20Pages.pdf), PDF page 2, identifies Crown administration in the United Kingdom and distinguishes limited educational quotation from uses requiring written permission. Veymont has not requested or received full-archive permission. The distribution decision is to withhold the affected archive there while preserving the institution's other services.

Country decisions use the hosting platform's request metadata, not a caller-supplied header or form field. Restricted responses and server-rendered pages are not shared-cacheable. Static archive routes apply the same restriction, including normalized encoded paths. Location-based controls are distribution controls, not a promise to defeat every network-location evasion.

Before expanding a restricted territory: record the actual licence or written grant, underlying work and edition, intended uses, permitted territory, attribution, duration and evidence. A software licence for a transcription does not alone settle every underlying-text right.
